汪洋：扎实推进棉花目标价格改革试点工作-百检网

汪洋十分关心棉花目标价格试点工作准备情况，他来到阿克苏纺织工业城，考察华孚色纺股份有限公司生产情况和阿克苏地区棉花储备情况，并前往阿克苏市依干其乡棉花高产示范点实地考察棉花生产情况，了解到高产田棉花单产每亩可达500公斤，农户及纺织、棉花仓储企业都十分支持开展试点工作。

在兵团第六师五家渠市，汪洋先后来到共青团农场银丰农机装备有限责任公司、102团梧桐镇鑫宝农业科技开发有限公司，考察农业机械化装备和现代化畜牧养殖情况，汪洋肯定了他们在农业机械化和畜牧养殖方面的科研、生产、应用能力。

汪洋还前往昌吉市考察昌吉***农业科技园区新疆农业博览园，来到位于乌鲁木齐高新技术产业开发区的新疆果业集团考察果品加工和电子商务运行情况，鼓励大家大力推广科研成果，加快信息化建设，为新疆农牧业发展、促进农牧民增收多作贡献。

30 日下午，汪洋主持召开棉花目标价格改革试点工作座谈会，他强调，要着力增强改革实施方案的可操作性，科学测定补贴数量，优化补贴发放流程，做好政策宣传解读，确保补贴资金及时足额兑现到农户。要充分认识到我国棉花产量与需求之间存在较大缺口，国内供求关系总体是紧张的。要强化市场信息服务，搞好市场调控，增加棉花进口和储备棉投放透明度，稳定市场预期。要做好收购资金供应，支持棉企积*入市，鼓励棉农择机售棉。对试点过程中可能出现的问题，要有充分估计和足够准备。要加强对政策实施情况的跟踪了解，及时处置和化解各种矛盾，促进市场稳定运行。继续认真落实国家支持棉花生产的各项政策，加强农田水利等基础设施建设，大力发展节水灌溉和旱作农业，在综合考虑棉花市场容量、资源承载能力等基础上，优化棉花区域布局，促进棉花生产可持续发展。
